Police remove parents and children from tobogganing hill in Oakville

On January 30th, police officers removed a group of parents and children from a tobogganing hill in Oakville, ON.
When analyzing the incident further, some questions and concerns arose that we wanted to share.
Members of the same household can gather outside. If members of this group were not from the same household, why were they not simply told to adhere to public health guidelines by staying in groups of 5 and maintaining an appropriate physical distance from others? Would that not have been a better alternative?
The outdoor space being used seems to be just as large, if not larger, than a Costco or Walmart, where large groups of people gather on a daily basis indoors.
Remember, the stay-at-home order is a regulation made under the Emergency Management and Civil Protection Act, and allows for exercising under section 16.
Refusing to comply with the province’s emergency orders can result in a fine of up to $1000.
What are your thoughts?
